During that time my father registered all of his guns.
Then when following law was passed disallowing future registrations, the law also made it a felony to have any of the guns that were registered to ever be assembled!
The DC government thought they might have Constitutional problems if they tried confiscating the guns that were legally registered during the short time that registration was allowed. But they thought the rights to property would be satisfied by the substitution of rights to the "parts of an object" as opposed to possession of the object itself!
