It's most unfortunate for your hypothesis that the decisions of state
supreme courts overwhelmingly
take the individual rights view--no requirement for militia service at
all--until the 20th century.  Een
then, most state supreme courts are still recognizing the 2nd Amendment as
an individual right (albeit,
only as a protection from federal laws) in the 20th century.  What makes law
review articles of greater
significance than decisions of the state supreme courts?
