gbak allows you to restore a backup's metadata only, i.e. create a database
without any user data, only metadata from the backup.
The Services API allows a metadata only backup with the
isc_spb_bkp_metadata_only option set but there is no such option to perform a
metadata only restore. I would anticipate e.g. isc_spb_res_metadata_only?
