Patch was incomplete: when FW is ON and backup state is stalled or merge, new
CS\SC attachments will open delta file in FW=OFF mode.
I.e. initial patch works correct only for attachments already running at time
when nbackup start but ont for the new ones.
In SS it is true for the first attachment to the database.
