1. OCTETS charset is defined in RDB$CHARACTER_SETS
2. I can specify it in isc_dpb_set_db_charset
3. I can specify it in field definitions
So error message "CHARACTER SET OCTETS is not defined" is untrue.
It must be replaced to something more appropriate for user.
