I believe it won't be necessary to completely cut off XP/2003 (at least not for this reason). Worst case scenario would be XP/2003 not able to listen on both IPv4 and IPv6 and requiring a configuration change to listen on 0.0.0.0 (i.e. any IPv4 address). And IMHO even the latter could be worked around either by installer modifying the config or by a runtime check to interpret empty RemoteBindAddress as 0.0.0.0 when running on pre-Vista Windows.
