how to reproduce:
1. delete folder C:\ProgramData\firebird if exists
2. unpack default installation zip to any place
3. connect to local database without server run.

I use SysInternals tool for find what file will be failed (see screenshot)
In future it will be helpful to found full path in log. Just for saving time.
