I agree it's very confusing. The server should work according to the config
file or the runtime flags, but not both. One of these settings should die
before FB3 becomes official. Are we making FB3 exclusively for experts and
die hard users? We are making a nightmare of a thing that should be easy for
users (classic, superclassic, superserver), same as the strange need of
using sysdba to add sysdba to complete the command:

gsec -add sysdba -pw masterkey -user sysdba

Alex may say that one sysdba is the embedded admin and the other is the user
that will be added to the security db, but for the common user this command
flies in the face of reason.
