Sean, may be "access" is bad word here. I've meant that _only_ special application, distributed together with database, must have access to it. Why not? It's one of problems database encryption can decide. Certainly, it can be decided by filesystem encryption, but database encryption is better in some aspects than all filesystem encryption.
