The "start up" is done simple and effectively already in Firebird.

The same metadata information used to build new databases is used to
pre-fill the metadata cache.

INI_format (a core function) already inserts records in RDB$RELATIONS
and RDB$DATABASE by SQL.

It was done just as a demonstration that the core does not need GDML.
