I need to correct myself, it does work with Firebird 3. I had tested it 
with a version of Jaybird that incorrectly added isc_dpb_utf8_filename 
instead of isc_spb_utf8_filename.

I'm still interested to know if there is something I can do with 
Firebird 2.5
