   It is not about ability to load this or that ICU. It is about ODS, more 
exactly - about index
keys. If you create index key in ODS 11.x using ICU 5.2 and then work with such 
database using
ICU 3 - it could work wrong. I guess search results will be not correct if 
index keys was created
using one ICU version and search key - using another ICU version. Of course it 
is all about complex
encodings and some "special" characters in it...
