I've tried to reproduce on linux but used fresh fb3 snapshot. (3.0.4 is bad choice for given attempt - see http://tracker.firebirdsql.org/browse/CORE-6072. Everything works fine for me:

Firebird versions
  FB3 : 3.0.4.33054
  FB4:  4.0.0.1963

Configuration :
   copy engine12.dll to plugins
   copy security3.fdb  to firebird root page

  database.conf
fb3 = d:/Projectos/database/fb3/PINGWIN_30.FDB
{
Providers = Remote,Engine12,Loopback
SecurityDatabase = $(dir_secDb)/security3.fdb
}

Any mistake on my configuration or is firebird problem?

Please retry with fresh engine12.

I have another question ...
The provider configuration must be on a database level or can I configure one a folder level ?

I do not know what does folder level mean here. Provider configuration may be set in firebird.conf (default for all server) or for any database in databases.conf (overrides server default).
