I suppose you mean this phraze:
"Last two parameters are required only if you want to use blob filters or use stream blob, that's out of scope here."
That's (use of BPB, blob parameters block) out of _documentation_ scope fir simple reason - does not differ in OO/ISC APIs. One can use segmented blobs in OO API successfully, moreover - when using OO API data portions >64Kb of stream blob may be used.
