Yes, it is. That's why I would suggest to change that.
The Windows pdb packages are complete builds though.
Same for linux - not stripped binaries provided.
The Linux builds are not complete builds compared to Windows pdb builds
(e.g. config files, documentation, security database, etc are missing)
