It's not clear to me exactly what it does or the implications of it.

I've found some docs here:

That describe it as:
"Indicates the number of rows that will be fetched at the same time on Read 
calls into the internal row buffer."

However it doesn't give a default value and I can't seem to find any other 
information on it.

I'm curious what the appropriate circumstances are to use it and what sort 
of values are appropriate.

I.E. if we know we're in a situation where we're reading a *lot* of rows in 
regularly do we set it for performance or is it best left alone or..?
