Nope.  Just adding or updating a child which points to a parent.  The FK
field of the child is never changed, nor the PK of the parent.  So I
don't know how a FK constraint can be violated.

Are you using some managing program, like EMS SQL Manager?

Sometimes it fails with errors as that you had posted. The solution is
to close the program and start it again.
