In FB1.2b1 with FF3, I have suspended Firebug - the icon is grey. Clicking the icon and choosing 'Resume' does nothing. The icon doesn't change color and the menu options don't reveres. If I close FF and restart, then I can resume firebug. There may be an issue with this too - it seemed that I couldn't resume until I actually loaded a page in FF. When the browser window was empty, resume didn't do anything, although maybe it was just a lag in switching the icon back.
