Firebug has two sets of panels. The primary set is Console|HTML|CSS|
Script|DOM|Net. Each primary set may have a side panel on the right.
The options are per panel. Each primary *and* each side panel can
have options.
Break On All Errors is controlled from the options menu of the Script
panel. "Disable All Breakpoints" is a Breakpoints sidepanel option.
When you enable the Script panel you should see two Options menus, one
primary one side.
If that fails you can always use "about:config" and look for
"extension.firebug" options.
