Yes, sorry we just changed the enable panel and we don't want to do
the translations yet since we are still deciding on the design. Mostly
we fall back to English automatically but I think this text was done
in a different way.

The text is a lot (too much some say) of explanation. There is one
button (your 'apply') that sets all enable-able panels on for the site
you are looking at and reloads the page.  The explanation tells you
how to have more control if that is what you want.

This version also has 'auto-suspend': when the top page is not enabled
for Firebug, Firebug automatically suspends; when you return to an
enabled page it resumes.
