Other posters claim -- and it makes sense to me -- is that  a button
looking like [X] in 1.3 and in the position of the [X] in 1.3 should
act like 1.3. We want the [X] to have a new meaning. So we move it
*and* add the Off.

No, this is not correct. As the tooltip on the button says, it
deactivates Firebug for the currently selected web page.
