I have noticed this annoyance since Firebug 1.4. Here is when it comes up. The Firebug window must initially be closed. When pressing Ctrl+Tab to switch tabs in Firefox, if I encounter a tab with a website for which Firebug is enabled, the Firebug window suddenly pops up and steals focus from the browser. After that, pressing Ctrl+Tab no longer cycles through Firefox tabs.
I am using Firefox 3.5.3, Firebug 1.43b1, and Windows XP.
