I had this problem on v3.0.15, could not get Firebug to install at all. Tried all of the above to no avail.
When I tried to update Flash, I noticed that the Adobe DLM plugin would not install either, and then thought that I upgraded Kaspersky (Internet Security v10) recently and the trouble started about then. So I paused protection and performed the install, worked first time.
