Hard to say without more info. Maybe related to activation /
dependency changes.
Generally buttons are added/removed during panel.show/hide. If you run
FBTrace with PANELS you will see the panel show event dispatch. Does
your panel show get called? It should have code like:
this.showToolbarButtons("fbLocationSeparator", enabled);
