I think he means http://getfirebug.com/wiki/index.php/Keyboard_and_Mouse_Shortcuts, which uses the naming of the Shortcuts Editor for this, which is saying "Focus Command Line". This is not precisely naming what this shortcut does, so we should rename it. With renaming it (maybe to "Toggle Command Line") maybe we should change the functionality to toggle the Popup Command Line Honza lately integrated (issue 768) instead of switching to the Console Panel (and back).
