Okay, I have tested this out, and I am wondering if this is a bug.

So I would go to Mozilla Firefox Home Page:
http://www.google.com/firefox?client=firefox-a&rls=org.mozilla:en-US:official

I would open Firebug, choose Script, then create a breakpoint on the
second line. I would reload the page and it would pause the script on
that line until I resume it.

Then I tried this on different websites like these:
http://glog.yoyogames.com/?p=1538
http://www.facebook.com/?ref=logo#!/
http://www.youtube.com/

I would create a breakpoint in some random place. Even at start. The
webpage would load fully and not pause loading at the certain
breakpoint.
