What Firebug/Firefox version? Breakpoints should be persistent across page load automatically and it works well on my machine so, looks like a problem with your Firefox profile.
Please try to create a new Firefox profile and let us know if it works there. http://getfirebug.com/wiki/index.php/FAQ#Installing_in_a_clean_profile If yes, the question is what is different between these two profiles...?
