Sorry for the late reply. By "the console does not appear" do you mean the Firebug Lite UI? Do you use Firebug Lite 1.4.0? Which Chrome version are you using? Do you have steps to reproduce? Execute window.localStorage.clear() in the Web Inspector command line and reload the page. Does it work then?
