Thanks for the test cases. I could pin down the problem to the use of the 
@page rule, which causes the CSS panel to break. I fixed this in issue 
6282<http://code.google.com/p/fbug/issues/detail?id=6282>
.
Unfortunately @page rules are not displayed yet inside the CSS panel. This 
is covered in issue 5289<http://code.google.com/p/fbug/issues/detail?id=5289>
.
