Tested right now using Windows 7 + Firefox 46.0.1 + Firebug 2.0.16 and it's
working fine for me.

Steps to reproduce:

   1. Opened Firebug on
   https://getfirebug.com/tests/manual/console/joes-original/test.html
   2. Enabled and switched to the *Script* panel
   3. Set a breakpoint on line 58 (var closure = getClosure();)
   4. Reloaded the page
=> Script execution stopped at line 58.
   5. Clicked 'Step Into'
=> Script execution pointer moved into the getClosure() function on line
   48.

Do you have a reproducible test case?

Note that the guys behind Firebug are focusing their work on Firebug 3,
which will integrate into the Firefox DevTools
<https://blog.getfirebug.com/2016/02/08/merging-firebug-into-the-built-in-firefox-developer-tools/>.

Maintenance on Firebug 2 is mostly shut down.
