If you want to see the release notes page on the next update, set the
preference extensions.firebug.currentVersion to 2.0.17. If you want to
deactivate completely, set the preference
extensions.firebug.showFirstRunPage to false. Those preferences are
available in about:config
<https://support.mozilla.org/en-US/kb/about-config-editor-firefox>. See
also the list of Firebug preferences
<https://getfirebug.com/wiki/index.php/Firebug_Preferences>.

If you still see the notes page after the next browser restart, check if
the preferences were reset. It that case it may be an issue with your
profile.
