The default FTP method for the Multinet FTP client is to use PASV mode. Does it
make any difference if you use normal mode FTP instead?
I think that you want "$FTP /NOPASV" on the VMS command line to try that.

Is the Multinet version current as well as the VMS version?

Can you tell anything from watching a "$Multinet show /connections /continuous"
while the failing FTP transfer is happening?
