That program is for generating web statistics.
Here's the one we are using:
http://ee-staff.ethz.ch/~oetiker/webtools/mrtg/mrtg.html
It queries via SNMP the current 'load' of the network and is generating nice
graphs (incoming and outgoing traffice separately and in summary).
