Perhaps they don't want anyone else using the same tools and
exploiting the same problems they found during the review :-).

Seriously, I regret posting that link.  A quick look over the MSP
review shows that some doofus obviously was in charge.  Requirement
for Internet Explorer 4?  MMC?  Sounds like the doofus installed NT's
Option Pack on the Proxy Server box!  All that's required is SP3 (well
SP4 now, and perhaps the recent fix for IIS).  Further on in the
review, it's clearly evident that the packet filtering wasn't enabled.
An MSP install can't really be called a firewall until you enable the
packet filters, otherwise it's just another NT box on the 'net.

Only goes to show that a firewall's security, or lack thereof, is only
as good as the quality of its implementation.

Boy, do I have egg on my face :-(,

BTW - is there any place on the 'net where one can read objective
reviews of firewalls, by qualified persons?
