FWIW, I have TurboTax 1998 (using it on Win98) and I haven't seen any
connections to the IP address you've mentioned. I have seen the following
connections though:
TCP port 443 (SSL) connections to IP 206.154.105.201
TCP port 80 (HTTP) connections to IP 206.154.105.201
TCP port 80 (HTTP) connections to IP 206.154.102.248
These connections relate to the software update feature and the filing of
taxes...
