I may be misunderstanding your setup and query here, but is your girlfriend
dialling directly to the ISP with a Windows 9x box and is it configured to
automatically dial the ISP when, say, Internet Explorer is run?

If so, you may want to check the "Internet" applet in the Control Panel. Go
to the Connection tab, then go to the "Connect to the Internet using a
modem" Settings button and make sure the "Disconnect if idle for X minutes"
checkbox is unchecked.

This was a common cause of problems some time ago and, if it hasn't been
fixed since I last encountered it, will cause your DialUp Networking
connection to hang up unless you have Internet Explorer running. This is
especially true if you use Netscape Navigator instead of MSIE or rarely
browse the web, as the idle trigger uses MSIE exlusively, ignoring all other
Internet apps (Navigator, Eudora, Pegasus, CuteFTP, etc).
