I was trying to say they keep current.  I do know for a fact that Microsoft
purchases source code from other vendors and modifies it for use with their
products.  I would assume that they do not consider it worth their while to
go back and purchase the updates.  I'd say your assumption about skimming is
pretty reasonable.
