Some VPNs are limited in what traffic they can carry (IP only, for example),
some have MTU problems. The biggest issue is performance and
reliability. Generally you're using VPNs over the Internet. Performance
and reliability can be dealt with if you use the same provider for all links,
implement QoS, have contracts about performance, outages, buildout,
etc..

Which vendor is claiming that? Of course they can. I've worked with frame
provider's tech support where they've been able to monitor some of
my traffic, and proved it while on the phone with me.

I've had the opportunity to implement a number of VPN solutions,
one of which is the WAN-replacement style you're referring to
here. By far my biggest complaint is the congestion and dropouts
I get across the Internet. Frame carriers have a completely
different set of standards for what's acceptable than ISPs
do.
Bottom line, you just weigh the level of reliability you get vs.
cost savings. That's what you get to have management buy off
on. And, of course, you get the extra security as a bonus.
