Tim,
Can you tell us the basis for the 95% number? Latest estimates place the
number of sexually explicit sites at over
30 Million, and that does not include, hate sites, racists sites, gambling
sites, etc. None of the lists come close to 95%
of the sites. [Maybe there was a qualifier, you had a footnote, but I
didn't see a follow-up comment.....]
CyberNOT is a good list, though not the biggest, but 95% coverage is
something we'll never see again in our lifetime.
The best crawlers are producing 10%-ish lists, and can't keep up with the
pace of porn site additions.
If you want to block 95% of the sites you have to content filter, URL block
lists and even URL filters aren't going to do
it.

We use the CyberPatrol in conjunction with a few other products.
It's a great product but only blocks about 95% of "sites that
should be blocked"[1]. CyberPatrol updates its NOT list weekly
but you should also continue to monitor your logfiles.
CyberPatrol is built into the Gauntlet Firewall and also comes in
standalone and network version. If I remember correctly, they
have a contact point for developers on their website.
