Well, I use three methods!

The first:
If u have a NT, Win95 or Windows 98 --> Use: c:\windows\ping -a AA.BB.CC.DD
Is similar to NSLOOKUP

The second:
If u have a NT, Win95 or Windows 98 --> Use: c:\windows\tracert AA.BB.CC.DD
Is tracer and reply with names.

The third:
You must download www.tucows.com�s VisualRoute (IP Tools Menu) or another same.
This is a tracer that ask to the routers about a contact.

By the way, I don�t think that "whois command" is apply to all sites in the
world, because not all running Unix or Whois daemon.
