Cisco states that Y2K compliance begins with 11.0 therefore release 11.0.21 would be 
compliant.

You both should check out Cisco's website (www.cisco.com).  It has all the
information needed to determine the migration path for upgrading your IOS.
Once at the home page, go the section called Software Center, most the
information is located there.

As far as some of the specific questions:

1. Any IOS that begins with 10.xxx is not Y2K compliant.  Y2K compliance
starts with release 11.1.

2.  To upgrade a Cisco IOS or a router's boot flash, you must first obtain
the s/w from Cisco (obviously).  To do this, you must either be a registered
CCO user or have some sort of support contract for your router with Cisco.
The s/w is available on their website, but to get at it, you must have a
password and login (provided when you register).

3. The decision to upgrade IOS or boot flash should be based on one or more
of three things:

a.  To go from a non-Y2K compliant version to a compliant one
b.  To fix a bug in your current version of s/w
c.  To take advantage of new features or performance enhancements provided
in a later release.

If you are not upgrading for one or more of the above reasons, then you
probably want to rethink your decision.  Also, be aware that newer versions
of IOS and boot flash may require that additional h/w or memory be added to
your router.  If you have access to one, I STRONGLY recommend you contact a
Cisco support representative to discuss you situation.
