For a Cisco   - simply add a rotary command to the config for that line and
then access the box via port 30xx where xx is the rotary number.      Here
is an example that I used for an authenticated config at a client:

Access to VTY 2 thru 4  to custom port 3023 
A telnet connection to port 3023 will access the rotary placed on lines VTY
2 thru 4 and can run any custom commands configured there
                line vty 2 4
                    rotary 23
                    exec-timeout 180 0
                    autocommand ...
while a telnet connection to port 23 will access the default Cisco CLI
telnet connection on lines VTY 0 and 1 for normal router management.
