I think first you need to evaluate the reasons that he wants you to
switch.

Do you need more performance out of your firewall and is the IBM firewall
a limiting factor in that case? Is it because the IBM firewall is
percieved by him to be ineffective against some attacks? or is
he just very familiar with cisco products so a $15,000 firewall would make
his work a lot easier?

What factors do you have in making a decision on a new firewall? what are
you looking to get out of one?
