On any Cisco IOS;

>From the enable mode type;

configure terminal

access-list 100 deny ip host 208.164.68.199 any
access-list 100 permit ip any any

interface serial0 
ip access-group 100 in


(where I put "serial0" you put whatever interface you have facing the
internet or that other host.)

This is assuming that your machine is a cisco router.
