The Axent Raptor firewall was one of the first firewalls that were
ported to NT. The approach there is to put an additional layer between
the device driver and the Windows NT TCP/IP stack. Only packets which
pass the checks in the additional layer are sent to the TCP/IP stack.

So far the Raptor Firewall on NT has not, on external interfaces, been
vulnerable to a problem fixed by a Microsoft hotfix.
