I don't know much about ipchains, but I do know one reason why some
people like ipfilter over ipchains.  ipfilter will keep a state table of
ongoing connections.  Letting you set up a rule to just pass in SYN
flags, but when a packet that comes in is part of an ongoing connection
it gets passed.
