Choice of firewall technology

I'm looking for information regarding the choice of firewall in terms of  not
purely technical
issues, such as upgrade path, availability, scalability , etc... Is there a
formal document or
white paper regarding these criteria or can I find a site where such criteria
are explained and
commented on.
