Maybe a Cisco router ?
The router sits between your firewall and the Internet, and has 2 interfaces
connected with the 2 ISP's. You can do loadbalancing on those interfaces or
use one interface as a backup interface.
The only problem I see is with IP-addresses. The 2 interfaces need to have
different IP-address, I don't know if it's possible to do ip-unnumbered to
the ethernet interface (this way you put your official IP on the ethernet,
used to connect with the FW) and the external interfaces use it to get on
the Internet.
The problem is that your ISP's will give you different subnets, so that will
give some problems, don't know how to resolve that.
