I haven't used the Firewall Manager yet (I've heard that Cisco are dumping it
and replacing it with a new one that can manage Firewall IOS and routers
too), but as far as I know you have to connect to port 8080 on the machine
running the manager software, not the PIX. The PIX doesn't run the software,
the workstation does and then telnets to the PIX when you've finished to
upload the configuration. If you're using IE on the same machine that you
have the firewall manager installed on try http://localhost:8080
