You may want to look at X-Stop's appliance.  It does URL filtering on
categories, prevent the use of proxy servers that hide the users
destination, mail content, FTP, and NNTP.  You can create alternate
profiles for users that should have access to sites blocked to the general
population (employment sites for HR).  I am told that they will incorporate
ActiveX and Java screening in the future.  It can be configured 2 different
ways.  I am just playing with it myself now.  This product does not require
any configuration on your firewall either.

1. Pass all traffic through the box before your firewall to prevent
connections to adult sites.
2. Sit on the same hub as your firewall's internal interface and listen
promiscuously for connections to inappropriate sites.

Try www.elronsoftware.com. They have a product that allows sort of active
filtering, no list to download each night. I used it in a test environment
and it seemed pretty good. Has a problem with proxy, i.e. need two
machines,
one to scan, another to block, but Elron's pricing takes this into account.
Nice big brother package.
